With reference to your letter of 14th December 1923, No.47043,
regarding the operations of an opium smuggling syndicate established in Hong Kong, I am directed by the Secretary of State for India to
transmit for the information of the Secretary of State for the
Colonies, copy of the correspondence noted in the margin on this
subject.

French Colonies on Government account, A
auggestion recently put forward that an
agreement should be made for direct sale by the Government of India
to the Government of Indo-China was not accepted by the French
Government.
But, as the Secretary of State for the Colonies will
be aware, no opium is allowed to be exported from India gave under
certificate, in the form approved by the League of Nations, from
the Government of the importing country that it is required for
legitimate purposes.
